<p>RAIPUR, India  (AWW) &#8211; A mammoth dam and river inter-linking project in eastern India has sharply raised environmental concerns and propelled neighbouring states into a bitter dispute over the costs and benefits of water. The case highlights the kind of future battles that will increasingly be fought over water, one of the world&#8217;s most precious resources.<br />
The dam and river inter-linking project, called Polavaram project, straddles the eastern Indian state of Andhra Pradesh (AP). The AP government is promoting the project over objections from its neighbours Orissa and Chhattisgarh states that decry the project&#8217;s adverse impact on local communities.</p>

<p>పోలవరం ప్రాజెక్టుకు సుప్రీంకోర్టు వన్యప్రాణి అనుమతి మంజూరు చేసింది. జలసంఘం నుంచి ప్రణాళిక సంఘం దాకా అన్ని శాఖలతో మమ అనిపిస్తున్నారు. కేంద్ర గిరిజనశాఖ పునరావాసం కూడా బాగుందని తేల్చేసింది. కానీ అసలు మన్యంలో జరుగుతున్నదేమిటి, పునరావాసం పేరు చెప్పి చేస్తున్నదేమిటి. గిరిజనుల జీవితాలను నడిసంద్రంలో నావలా చేస్తున్నదెవరు?<br />
‘మబ్బుల్లో నీటిని చూపి ముంత ఒలకబోసుకోవడం…’ అనే సామెత పోలవరం విషయంలో అక్షరాలా నిజమైంది. ప్రభుత్వం ప్రాజెక్టును చూపి గిరిజనుల జీవితాలను ధారపోస్తోంది. వారి ప్రశాంతతను, భవిష్యత్తును, ఆర్థిక స్థితిగతులను మొత్తంగా వారి జీవితాలనే నీటిపాలు చేస్తోంది. <span id="more-25"></span>‘పోలవరం ప్రాజెక్టు పూర్తయితే దేశంలోని అయిదు అతిపెద్ద ప్రాజెక్టుల్లో ఒకటవుతుంది. 7.20 లక్షల ఎకరాల భూమికి జీవిక అవుతుంది. లక్షల మంది ప్రజలకు జీవనాధారమవుతుంది. విశాఖ వంటి నగరాలకు జీవధార అవుతుంది. నదుల అనుసంధానమనే మహాయజ్ఞానికి ఆది అవుతుంది’… ఇదీ కాగితాలపై ప్రభుత్వం చూపుతున్న భవిష్యత్తు చిత్రం. గోదావరి కాన్వాస్‌పై గీస్తున్న అందమైన ఊహ. ఈ మహా సంకల్పం అభినందించదగ్గదే. కానీ ఇది అవినీతికి ప్రతిరూపంగా మారితే, కచ్చితమైన ప్రణాళికలేని ప్రహసనంగా మారితే… ముఖ్యంగా వేలమంది ప్రజల భవిష్యత్తుకు గొడ్డలి పెట్టులా మారితే దాన్నేమనాలి? ప్రస్తుతం పోలవరం ప్రాజెక్టు పరిధిలో అదే జరుగుతోంది. ఇందులో అమాయకులైన గిరిజనులు సమిధలవుతున్నారు.<br />

<p>పోలవరం ప్రాజెక్టును గోదావరిపై నిర్మిస్తే వేల ఎకరాల భూమి జలాశయగర్భంలో కలిసిపోతుంది. ఇందులో 75 వేల ఎకరాల సాగుభూమితో పాటు, మరింత అటవీ భూమి కూడా ఉంది. 276 గ్రామాలూ కనుమరుగవుతాయి. ఖమ్మం జిల్లాలోని భద్రాచలం, చింతూరు, వేలేరుపాడు, కుక్కునూరు, కూనవరం, తూర్పుగోదావరి జిల్లాలోని దేవీపట్నం, పశ్చిమగోదావరి జిల్లాలో పోలవరం మండలాల్లో ఉన్న 1.75 లక్షల మంది ప్రజలకు పునరావాసం కల్పించాల్సి ఉంటుంది. వీరిలో ఎక్కువమంది షెడ్యూల్డు తెగలకు చెందిన గిరిజనులే. వీరందరికీ పునరావాసం కల్పించేందుకు ప్రభుత్వం పునరావాస, పునరుద్ధరణ (ఆర్‌ అండ్‌ ఆర్‌) ప్యాకేజీని రూపొందించింది. కానీ దీని అమలుతీరు మాత్రం అత్యంత దారుణంగా ఉంది. ప్రస్తుతం వేలాది గిరిజనుల జీవితాలను గాల్లో దీపంలా మార్చింది. ప్యాకేజీ ప్రకారం గిరిజనులందరికీ పక్కాగా పునరావాసం కల్పించాలి. దీనికోసం ముంపు బాధితుల కోసం గృహవసతి ఏర్పాటు చేయాలి. భూమి కోల్పోయే వారందరికీ కొంత భూమి రూపంలో, మరికొంత ధనం రూపంలో పరిహారం చెల్లించాలి. ఇచ్చిన భూమిని సంస్కరించుకునేందుకు, వ్యవసాయం మొదలు పెట్టడానికి మరికొంత సహాయం అందించాలి. ఉపాధి హామీ కోల్పోయే వారందరికీ లెక్క కట్టి జీవనాధారం ఏర్పాటు చేయాలి. వ్యవసాయ కూలీలకు, భూమిలేని రైతులకు వారు ఉపాధి కోల్పోయే రోజులను అంచనా వేసి దినసరి భత్యాన్ని గ్రాంట్‌గా ముందే ఇచ్చేయాలి. కులవృత్తులు కోల్పోయేవారికీ ఇలాగే ఆర్థిక సహాయం అందించాలి. ఇలా పునరావాసుల కోసం ప్యాకేజీని రూపొందించారు. కానీ వీటి అమలులో మాత్రం అనేక లోపాలు కనిపిస్తున్నాయి. ఉదాహరణకు తూర్పు గోదావరి జిల్లా దేవీపట్నం మండలాన్నే తీసుకుందాం. ఈ మండలంలో 43 గిరిజన గ్రామాలు పోలవరం ప్రాజెక్టులో ముంపునకు గురవుతాయి. ఇక్కడున్న సుమారు 30వేల మందిలో అత్యధికులు షెడ్యూల్డు తెగలకు చెందిన కొండరెడ్లు, కొండదొరలు, కొండకమ్మర్లు. రంపచోడవరం ఐ.టి.డి.ఎ. పునరావాస ఏర్పాట్లను పర్యవేక్షిస్తోంది. కానీ ఇక్కడ జరుగుతున్న ప్రక్రియ మొత్తం పూర్తిగా లోపాలమయంగా ఉంది. ఈ మండలంలోని డి.రావిలంక, పరకసానిపాడు, బోడిగూడెం గ్రామాల ప్రజల కోసం 166 గృహాల సముదాయాన్ని ఇందుకూరు సమీపంలో నిర్మించారు. ఇప్పుడక్కడ ఆయా గ్రామాలకు చెందిన 50 కుటుంబాలైనా నివసించడంలేదు. ప్రస్తుతం ఈ గ్రామాల్లో ఉన్నవారందరూ తమ గూడేల సమీపంలోనే ఉన్న భూముల్లో వ్యవసాయం చేసుకుంటున్నారు. ఒకప్పుడు చెట్లు, చేమలతో నిండిన ఈ అటవీ భూములను గిరిజనులు ఎంతో కష్టపడి సాగులోకి తెచ్చుకున్నారు. కొండవాగులను మళ్లించి నీటి వనరులను ఏర్పాటు చేసుకున్నారు. ఇప్పుడా గ్రామస్తులందరినీ పునరావాస కాలనీకి వెళ్లమని అధికారులు ఆదేశాలు జారీచేశారు. అక్కడకు వెళితే ఉపాధి కోల్పోతామని గిరిజనులు బెంగటిల్లుతున్నారు. దానికి కారణం- ఏమాత్రం వ్యవసాయయోగ్యంకాని భూమిని వారికి కట్టబెట్టారు. రాళ్లు, రప్పలు, తుప్పలతో నిండిన ఆ భూమిలో ఏం పండిస్తామని వారు ప్రశ్నిస్తున్నారు. దీంతో వారిని ఎలాగైనా పునరావాస కాలనీకి తరలించాలని అధికారులు నిజాలకు మసిపూశారు. గిరిజనులను మాయచేశారు. ఆ సమయంలో అధికారులు వారిని ఎంత తీవ్రంగా మభ్యపెట్టారంటే- ఆ ఇళ్లలోకి మీరు వెళ్లి పాలు పొంగిస్తే చాలని చెప్పారు. అందుకు అవసరమైన పప్పు, బెల్లం, బియ్యం అన్నీ తామే ఉచితంగా సరఫరా చేస్తామన్నారు. చెప్పినట్లే అధికారులు కాలనీకి వెళ్లిన వారికి వంటసామగ్రి సరఫరా చేశారు. గిరిజనులకు తరలింపు ఖర్చు కింద అయిదువేల రూపాయలు ఇవ్వాలన్నది పునరావాస చట్టం నిబంధన. అయితే వారికి ఇచ్చే ఈ తరలింపు ఖర్చుల్లో రూ.500 చొప్పున పప్పు, బెల్లాల ఖర్చు కూడా జమ చేసేశారు. చివరకు ఆ కాలనీలో మృతిచెందిన వారికి దహన సంస్కారాలు చేయడానికీ నానాయాతనలు పడాల్సి వచ్చింది. కాలనీ పక్కనున్న ఖాళీ స్థల యజమాని అభ్యంతరంతో శవాలను 30 కిలోమీటర్ల దూరంలో ఉన్న తమ గ్రామాలకు తరలించి అక్కడ దహనం చేయాల్సి వచ్చింది. ఇలాంటి కారణాలతో గిరిజనులకు పునరావాస పథకాలపై నమ్మకం పోయింది. ఆ కాలనీని వదిలిపెట్టి తిరిగి తమ గ్రామాలకు వచ్చేశారు. గోదావరి ముంచేసినా తామిక్కడి నుంచి కదిలేేదంటున్నారు. ఇక తూర్పుగోదావరి జిల్లాలోని మిగిలిన 40 గ్రామాల్లోని ప్రజల పరిస్థితీ అగమ్యగోచరంగా ఉంది. వీరికి భూములిస్తామని, కాలనీ కట్టిస్తామని చెప్పారు. కానీ కాలనీకి స్థలం రంపచోడవరంలో ఉంటే పొలాలను గంగవరం, దేవీపట్నం మండలాల్లో చూపుతున్నారు. వీరి నివాస ప్రాంతానికి, వ్యవసాయ భూములకు మధ్యదూరం 40 కిలోమీటర్ల వరకు ఉంటుంది. పైగా ఇందుకూరుపేట కాలనీకి వెళ్లిన బాధితుల అనుభవాలు విని ఉండటంతో గిరిజనులు తాము ఇప్పుడున్న గ్రామాలను ఖాళీ చేసేది లేదంటున్నారు. అధికారులు మాత్రం గ్రామాల్లో ఎలాంటి తీర్మానాలు చేయకుండానే, ప్రజల అనుమతిని తీసుకోకుండానే రేషన్‌షాపుల వంటివాటిని తరలించేశారు. అయినా అక్కడి ప్రజలు తమ గ్రామాలను వదిలేది లేదంటున్నారు. అవసరమైతే పోరుబాట పడతామంటున్నారు. పునరావాసం లోపభూయిష్ఠంగా జరుగుతున్న తీరుకు ఇవి ప్రత్యక్ష ఉదాహరణలు.<br />
గిరిజన ప్రాంతాల్లో ఏం చేయాలన్నా అక్కడి ప్రజల ముందస్తు అనుమతి తప్పనిసరి అని రాజ్యాంగంలోని అయిదో షెడ్యూల్‌ తేల్చి చెప్పింది. గిరిజన ప్రాంతాన్ని కాపాడమని ఆదేశించింది. అవసరమైతే గవర్నర్‌ నుంచి ప్రత్యేకంగా అనుమతి పొందాలనీ స్పష్టంచేసింది. ప్రస్తుతం ఇక్కడ పనులు జరుగుతున్న తీరు దీనికి పూర్తిగా విరుద్ధం. ముఖ్యంగా భూముల పంపకం విషయంలో నిబంధనలకు పాతరేస్తున్నారు. సాధారణంగా గిరిజనుల భూములను కొనడం, అమ్మడం నిషిద్ధం. అనివార్యమైతే, అనుమతి తప్పకుండా తీసుకోవాలి. కానీ ఇక్కడ కేటాయింపులన్నీ అడ్డగోలుగా ఉన్నాయి. నయానో, భయానో భూములను సేకరించి అధికారులు ముంపు బాధితులకు కట్టబెట్టేశారు. గిరిజనుల భూములను గిరిజనులకు కేటాయించడంతో ఇప్పుడు వారి మధ్య వివాదాలు చెలరేగుతున్నాయి. వ్యవసాయ భూమిని తీసుకుని కొండలపై భూమిని ఇస్తే మళ్లీ పోడు వ్యవసాయానికి తమను మళ్లించినట్లవుతుందని గిరిజనులు ఆందోళన వ్యక్తంచేస్తున్నారు. దీంతో ఇక్కడి ప్రజలెవరూ ఈ భూముల జోలికి వెళ్లే ప్రయత్నం చేయడం లేదు. ఖమ్మం జిల్లాలో అయితే పునరావాసాన్ని ఒక జూదంలా మార్చేశారు. అక్కడ ముందుగా గిరిజనేతరుల భూములకు నిబంధనల ప్రకారం పరిహారం చెల్లించేశారు. దీన్ని చూసి తమకూ ఇలాగే న్యాయం జరుగుతుందని ఆశపడిన గిరిజనులను మాత్రం తీవ్రంగా దెబ్బకొట్టారు. వారిని గ్రామాలు ఖాళీ చేయించేందుకు సిద్ధం చేసి ప్యాకేజీలోని ఏ లబ్ధినీ వారికి అందించలేదు. చివరకు పునరావాస ప్యాకేజీ విషయంలో వారి అభిప్రాయాలనూ ముందుగా తీసుకోలేదు. భద్రాచలంలో జరిగిన అవగాహన సదస్సులో మైదాన ప్రాంతంలోని అధికార పార్టీ కార్యకర్తలే ఎక్కువమంది కనిపించారు. ఇలా గిరిజనాభిప్రాయానికి ప్రభుత్వం గండికొట్టింది. నిబంధనలను తేలిగ్గా అతిక్రమించేసింది.</p>
<p><strong>అనుమతుల మాటేమిటి?</strong></p>
<p>పోలవరం ప్రాజెక్టు విషయంలో జాతీయ వన్యప్రాణి సంరక్షణ మండలి ఇచ్చిన అనుమతులకు సుప్రీం ఆమోదముద్ర వేసింది. దీంతో హడావుడి చేస్తున్న ప్రభుత్వం మిగిలిన అనుమతుల గురించి మాట్లాడటం లేదు. కేంద్ర జలసంఘం సూచనప్రాయంగానే అంగీకారం తెలిపింది. ముఖ్యంగా ఒరిస్సా, ఛత్తీస్‌గఢ్‌ రాష్ట్రాలతో వివాదం విషయంలో చర్చలూ ఒక కొలిక్కిరాలేదు. ముంపునకు గురికానున్న వేలాది ఎకరాల అటవీ భూములను గురించి ఇంకా తేల్చాల్సి ఉంది. వీటన్నిటిపై ఇంకా పలు కేసులు కోర్టుల్లో పెండింగుల్లో ఉన్నాయి. అర్ధసత్యాలతో, అసత్యాలతో నెట్టుకొస్తున్న ప్రభుత్వం అసలు ముఖ్యమైన పునరావాసం ప్రక్రియలో పారదర్శకత పాటించడం లేదు. మరోపక్క పలువురు నిపుణులు ప్రాజెక్టు డిజైన్‌పై, నిర్మాణం జరుగుతున్న ప్రాంతంపై, నిర్మాణం జరుగుతున్న తీరుపైనా అభ్యంతరాలు చెబుతున్నారు.<br />
ప్రస్తుతం పోలవరం ప్రాజెక్టు కోసం గిరిపుత్రులు తరతరాలుగా ఉంటున్న ప్రాంతాన్ని, ఉపాధిని, అన్నిటికంటే ముఖ్యంగా తమ సంస్కృతిని, సంప్రదాయాలను ధారపోసి ఇతర ప్రాంతాలకు తరలివెళ్లాలి. ఈ ప్యాకేజీ విషయంలో నిరక్ష్యరాస్యులైన ప్రజలకు ఏమీ తెలియజెప్పకుండానే, లోటుపాట్లు వివరించకుండానే వారి జీవితాలకు గండికొట్టేందుకు ప్రభుత్వం సిద్ధమవుతోంది. సర్వం కోల్పోతున్న వీరికోసం ఉద్దేశించిన పథకాల ప్రయోజనాలూ అందకుండా పోవడం దారుణమైన విషయం. సరైన పునరావాసం కల్పించకుండా, అడవిబిడ్డల ప్రశాంత జీవనానికి తూట్లు పొడుస్తూ ప్రాజెక్టుకు పునాదులు వేస్తే- ప్రభుత్వం విపత్కర పరిణామాలు ఎదుర్కోవలసిన పరిస్థితి ఏర్పడుతుంది. ఇకనైనా సరైన రీతిలో, పారదర్శకంగా పునరావాస ప్రక్రియను కొనసాగిస్తేనే ఈ అరణ్యరోదన తప్పుతుంది!</p>

<p>An all India Fact-finding team comprising Dr. BD Sharma, Former National Commissioner for Scheduled Castes and Tribes, Dr. Jayashankar, former Vice-chancellor, Kakatiya University, Dr. I. Thirumali, Reader in History, Sri Venkateswara College, University of Delhi, G N Saibaba, Lecturer in English, University of Delhi, Shirish Medhi, Social Activist from Mumbai, Dr. Gopinath, Eminent Cardiologist, Andhra Pradesh, Rona Wilson, Research Scholar, Jawahar Lal Nehru University, Ajay Mishra, Reporter, Sunday Post (Hindi), Suresh Kumar, Advocate, Hyderabad, Ch. Prabhakar, Advocate, Hyderabad and Ravichandra, Teacher, AP Government Residential Schools. The team toured across 9 mandals in the districts of Khammam, East and West Godavari districts that are to be affected by the Polavaram Dam Project between 3nd March and 6th March, 2007.</p>
<p><span id="more-15"></span>The team spent 4 days in and around the site of the proposed Polavaram Dam touring extensively in all nine Dam-affected mandals. First the members arrived at Hyderabad on the 2 March, 2007. The team proceeded to Bhadrachalam on the following day and from there it divided into batches to conduct surveys on all the mandals. It had extensive discussions with the people of various villages and sarpanches. It also met the various organizations formed to fight against the question of displacement of lives and livelihoods. The team felt the need for further extensive studies in the affected areas at regular intervals taking into consideration the enormity of the situation with the threat of displacement of vast sections of the people.</p>
<h1>Our findings:</h1>
<h3>1. Damning the people; damning the procedures; damning the law</h3>
<p>The work of digging of canals by the government of Andhra Pradesh started even before permission is accorded to construction of the Dam. The modus operandi of the government so far without any procedures and norms spending crores for digging the canals have forced one to believe that ultimately it is going to serve the interests of the contractor lobby.</p>
<h3>2. No Permission accorded so far from any government agency</h3>
<p>The land acquisition has begun even before it could be known whether the projects would get permission or not from the Central Water Commission, the Forest Department, the Environment Department, the National Commission for Scheduled Tribes and other relevant departments and agencies. No permission has been so far given by the Central Water Commission. In fact the Supreme Court had asked the state of Andhra Pradesh to comply with the directives of the Central Water Commission. Contrary to this the AP government has been filing contradictory statements with different government institutions from which it has to get the necessary and mandatory clearance.</p>
<h3>3. Gram Sabhas bypassed: Politics of manipulation and coercion</h3>
<p>The Government has not gone to the people in the Scheduled areas which are mostly the project affected area. They have not been consulted nor their due consent been taken before proceeding with the acquisition of land for the construction of the dam. The entire area that will submerge when the dam gets finally constructed comes under provision of the 5th schedule of the constitution. In most of the villages the mandatory Gram Sabha meetings did not take place to discuss and deliberate on the issue of Polavaram. Wherever it has happened it was facilitated under the shadow of heavy police deployment with a battery of government officials threatening the villagers with dire consequences. The Gram Sabhas of these areas are the supreme decision making bodies. Without the consent of these bodies any other notification of any government institution—including the aforementioned bodies—stands null and void.</p>
<p>When in Maredubaka village in Kukunoor Mandal, people passed resolutions against Polavaram dam and the R &amp; R package offered by the government those resolutions were ignored, suppressed and manipulated. Some Mandal Praja Parishads (MPP) also have passed resolutions against the construction of the dam but time and again over the last one year the officials have not accepted or recorded the written resolutions sent by the MPPs as told by Kantepale Raju, Sarpanch of Maredubaka and also by the sarpanch of Amaravaram of Kukkunoor mandal.</p>
<p>The District Collector is not supposed to sit in the Gram Sabha. But in Paidipakka village in Polavaram mandal the district collector Mr. Luv Aggarwal sat in the Gram Sabha along with the RDO, BDO, MRO, PO and others and a huge posse of armed police force at the background. There he told the people that the government can’t pay more than 1.3 lakhs and the villagers had no other option but to leave. This village has a sizeable section of the non-tribals and since they don’t have any legal entitlement they are the main targets of coercion. Once they budge the tribals can follow.</p>
<p>Secretly tribals are called individually to the RDO offices and are threatened to sign the papers. They are told that they have to inevitably move out and that is no way out for them. Those villagers who are refusing to budge have been targeted by striking off their ration cards, cutting of the power supply to the villages and also demolishing their roads.</p>
<p>It is evident that the government of Andhra Pradesh has been keen to hide facts—from the people of the affected areas in particular and the society at large—than the things that they have so far revealed about the various facets of the project. It is intriguing that why the government is operating under complete secrecy when it claims that the project is the answer to all the water and power problems faced by the state.</p>
<h3>4. R &amp; R Package: Old tales of Divide and Rule, Secrecy and Mystery</h3>
<p>The compensation package offered by the government varied from village to village, tribal to non-tribal and last but not the least, the nature of the land holdings. It has more loopholes than concrete proposals on paper. In many cases it operates by word of mouth than through any documented intervention. It is the good old strategy of divide and rule by manipulating on the vulnerability of the targeted population.</p>
<p>The people of the project affected area, whether tribal or non-tribal are unaware of the rehabilitation package which is touted by the AP government as one of the best packages ever made in the world! Yet no sarpanch of the affected villages could give us a copy of the R&amp;R package spoke volumes of the secrecy and mystery behind the politics of R &amp; R. It should be noted that since 1947 not a single R &amp; R package of any major displacement has been fulfilled by the government.</p>
<p>Some of the absentee landlords in the area who are non-tribals will definitely get a good compensation many times higher than what the government has so far offered to the common tribal masses. One glaring example is that of Mr. Totakura Venkattappaiah who owns 500 acres of fertile land at Amaravaram village in Kukkunoor mandal. He and his family lives in Hyderabad. Most of this land from the 500 acres belongs to the Koya tribals. The so-called compensation will come in the name of the tribals who have been living as agricultural labourers but the money will go to the coffers of the absentee landlord!</p>
<p>The government also has used different tactics to lure the people in favour of rehabilitation by giving them packages which are at best illusory. For instance, in Kondukota village which comprises of 50 percent Koyas and 50 percent Malas (SC) there has been neither official notification nor survey. Yet the officials have approached the people with various packages. They have offered them to hold land at the project affected area (i.e. their present place of stay) as well as the newly promised location of rehabilitation! The local MLA took the Empowering Committee appointed by the Supreme Court to only those places where the people have ostensibly supported the projects.</p>
<h3>5. Compensation amounts released in two villages: Administration’s fraud and People’s anguish</h3>
<p>In two villages Vinjaram (Kukkunoor mandal) and Rudramakota (Boorgampadu mandal) the first acts of acquisition of land for project took place. The compensation was released to the acquired cultivated and fertile lands. The team came across a big group of people at Rudramakota, Velerupadu mandal, sitting in the local temple and settling the dispute that has surfaced after the cheques were encashed and the actual money was being distributed. The size of the amount was decided by the village elders. Thus Kanthi Reddi Punnamma, a 65 year old woman got 58000 rupees. This was in return of the 2 acres of fertile land that was relinquished permanently for the dam. She and her family lived off this fertile land for many generations. For her 2 acres Punnamma was given 230000 rupees. At the end of the day Punnamma was left with a meager 58000 after dividing the amount with her sons and another major stake holder the local Cooperative Bank which had the lion’s share: a good 50 percent of the total amount! This 50 percent covers the agricultural loans which were actually struck off by Prime Minister Manmohan Singh last year! The officials (MRO, MDO, Collector) promised the villagers that the amount of the loans would not be deducted from the compensation amount. This was one of the main agreements between the villagers and the government before they agreed for the compensation to part with their land. But once the compensation was awarded, all the banks queued up with their knives to demand their pound of flesh. Only the landlords who had the land under false names had the last laugh. The villagers reported with anguish how the land records were manipulated and outsiders got the benefits.</p>
<h3>6. Deceit and domination of the people of Telengana</h3>
<p>Yet another act of deceit and domination over the people of Telengana. More than 80 percent of the water of Godavari flows through Telengana. Significantly, the mammoth project has little to offer when it comes to water/power sharing to the already drought prone region that Telengana is. It is natural for the people of Telengana to suspect the unwarranted haste shown by the Andhra Pradesh government to push through the project flouting all norms and procedures before the formation of the Telengana State. They strongly believe that the formation of the Telengana state would be an impediment to the Polavaram project and hence against the interest of the Andhra Pradesh government.</p>
<h3>7. Protests prevented through repression and coercion</h3>
<p>The people who have protested against the construction have been threatened by the officials belonging to the office of the collector, the RDO, BDO, MRO, PO etc. The people who sat on Dharna from the Chegondipally village in Polavaram mandal have been charged of treason. Mr. Sonam Raju of the same village had to spend three months in the Rajamundry prison and warrant has been issued against five of his fellow villagers for allegedly burning the huts at the construction site of the spill way. Another Mr. Bangu Anil Kumar of Kondu Kota village was also arrested and released after 17 days for opposing the project.</p>
<h3>8. Polavaram: Another ‘Modern Temple’ of Colossal Waste</h3>
<p>The Polavaram project with its projected costs and benefits is a colossal waste of public money. It would destroy the rich flora and fauna of the forests of the Eastern Ghats on either side of the river Godavari in the catchment areas of the dam. It will uproot the lives and livelihoods of some of the oldest tribal communities—the Koyas and Konda Reddys—who are the inhabitants of these regions. Even according to the official estimates 236000 people living in 276 villages would be displaced by the dam in Andhra Pradesh (including a few of them in Chhattisgarh and Orissa). About 50 percent as per government statistics belong to the scheduled tribes and 15 percent to the scheduled castes.</p>
<p>All the 9 mandals that will submerge come under the scheduled areas. In fact the Polavaram project displaces the largest number of people—more than 2 lakh tribals among them—as well as some of richest of biodiversity in the world. Tribals cannot live in non-forest areas. They will lose their constitutionally guaranteed rights under the scheduled area, if they are rehabilitated. They will lose their traditional strength and culture outside their natural habitat. They are aware of this and they steadfastly refuse to move away from their villages and forests.</p>
<p>The ownership of land and forest produce is not fixed in these areas. Traditional sharing methods are more persistent. No R &amp; R package will do justice to the tribal communities here.</p>
<p>It is amazing and at the same time unfortunate and disappointing to note that the media and the civil society have written very little about this! It is unequivocally the largest displacement and destruction of natural flora and fauna in Post-47 India.</p>
<h3>As recommendations what flow out evidently from the initial findings are that:</h3>
<ol>
<li>The government of Andhra Pradesh should immediately come out with a White Paper on all issues related to the Polavaram Dam Project. All construction work including that of canals should be stopped forthwith till a proper review is made after a discussion on the White Paper by the people of the affected areas, civil society and experts of peoples’ organizations.</li>
<li>The President of India through the Governor of Andhra Pradesh should seek a report on the impact of the project on the tribals in the area as per the 5th Schedule of the Constitution of India. Such a report should be made by experts who have worked on the issues of the tribals including various laws related with the 5th Schedule. Till the Presidential review is done all construction work related to the dam should be suspended.</li>
<li>The Rehabilitation and Resettlement Policy package announced by the Andhra Pradesh government and the ground realities of the use of force and coercion by the local administration on the people in all the 9 mandals should be enquired into by an independent committee comprising of experts who have knowledge on the various aspects of tribal life and livelihood.</li>
<li>The central government should initiate immediately a process to study the alternative plans for utilizing the waters in Godavari as well as other rivers and tributaries in Andhra Pradhesh made by expert committees and peoples’ organizations.</li>
<li>A judicious and acceptable plan to redistribute the waters in the river Godavari among the Andhra, Telengana and Rayalaseema regions.</li>

<p>The book under review is a departure from the conventional works on large irrigation projects. The editors have bought together divergent perspectives on the Polavaram irrigation project on the river Godavari. The compilation includes journalistic reportage as well as analytical pieces by experts; the contributors range from the staunch advocates of the project to its fierce opponent. Perspectives on Polavaram reminds one of a similar volume on the Sardar Sarovar Project (SSP): Dam and the Nation. This Oxford University publication came out of a seminar in the 1990s which drew opponents and supporters of the SSP.</p>
<p><span id="more-41"></span>Perspectives on Polavaram, however, remains a trifle short of becoming a dialogue between its divergent contributors. Its actually asking for a bit too much, particularly when those supporting the Polavaram project hold stoutly to their stated positions.</p>
<p>The book&#8217;s sequence of contents also leaves a little to be desired. The opening statements are reserved for proponents/advocates of the project, space is then given to mainstream political parties and this is quickly followed by reports of technical experts and civil society groups and legal interventions. Voices of the affected people come in very late.</p>
<p>The volume focuses on three main issues: viability of the project and exploration of alternatives, justifiability of large scale displacement of tribals from a scheduled area and concerns about alienating people in Telangana.</p>
<p>While M Dharma Rao and T Hanumatha Rao&#8217;s papers propose modifications to the project, the discussions on alternatives remind us of a similar proposal put forward by C J Joy and S Paranjype in the case of Narmada. Joy and Paranjype believed that the Sardar Sarovar Project could be made &#8220;sustainable&#8217; by modifying the dam&#8217;s height. The project&#8217;s opponents had rejected this proposal on several counts. The Narmada Bachao Andolan had questioned the unjustifiable displacement caused by the Sardar Sarovar Project. It had also raised several questions on the project&#8217;s promised benefits and its grandiose canal structure. The Polavaram project is also open to similar criticism.<br />
Other criticisms T Shivaji Rao has criticised efforts to hide inundation maps—in case of dam failure—from the public. His criticism acquires an immediacy after the recent floods in Surat and several other towns in downstream of large dams, caused largely by releases by dam authorities.</p>
<p>Downstream impacts of large irrigation projects, in fact, has not received much attention in discourses on large dams so far. This is probably because such discourses revolve more around submergence-induced displacement. This volume tries to fill in the gap. It has an article that draws on research done at the Andhra University to show that Polavaram&#8217;s impacts on coastal ecology could be seriously harmful.</p>
<p>Polavaram is another project where violations of constitutional safeguards abound, efforts to build prior informed consent are paid scant attention and clearances are sought at break neck speed. S Ramakrishna&#8217;s interview-based reportage in this volume shows how talks on fishing rights fail to inspire confidence amongst those affected.</p>
<p>Papers in the legal perspectives section, those in the section on inter-state perspectives, and J P Rao&#8217;s remarkable expose of violations of constitutional guarantees highlight legal aspects of the project.But the legal processes are still on: the environmental clearance to the project is being challenged before Environmental Appellate Authority and there are several other litigations. The editors could have presented a review of ongoing legal challenges.</p>
<p>That apart, Perspectives on Polavaram has a few interesting papers. M L K Murthy&#8217;s piece, for example, dwells on a subject that has not yet become a part of the discourse on large dams: these structures effacing history and archeological footprints.</p>
<p>The Archeological Survey of India and the Geological Survey of India need to play a more proactive role when such projects are sanctioned, if we take this compilation seriously.</p>

			<content:encoded><![CDATA[<p>Several organisations in Andhra Pradesh and elsewhere have launched agitation against the proposed Polavaram project. The agitation is bound to get stronger with time due to the huge impacts of the project and the undemocratic, high handed attitude adopted by the centre and the state governments.</p>
<p><strong>The Project</strong> It is proposed on the Godavari River named after the closest town in W Godavari district. It is estimated to cost Rs 9 265 Crores but recently the Chief Minister put this at 20,000 Crores. The project, which is now proposed to be implemented with certain modifications, was conceived over 50 years back. Its design is outdated and does not fully take into consideration the damage likely to be caused to the ecology and people and many changes that have taken place in the society over the years.</p>

<p>According to the Indian Ministry of Environment and Forests (MoEF), the Indira Sagar Project, which includes the Polavaram dam to be built across the river Godavari, will displace around 200,000 people in the three states of Andhra Pradesh, Orissa and Chhattisgarh. Of them at least 150,000 are tribals <span id="more-31"></span>(the submergence area includes 170 habitations of Koya and Kondareddy tribals), and the rest mostly dalits dependent on minor forest produce for their livelihood. &#8220;Officials have come and put red marks (to identify villages in the submergence area) on our walls recently. We have been unable to eat and sleep since then,&#8221; says R Amarnath, a labourer in Vaddiguem village, Khammam district.</p>
<p>The project, estimated to cost between Rs 9,072 crore and Rs 13,500 crore, is expected to provide irrigation to 7.21 lakh acres of land, supply water for industrial and drinking purposes to the city of Visakhapatnam and to 540 villages, and generate 960 MW of power. The dam will irrigate 291,000 hectares in Visakhapatnam and East Godavari districts through one canal and West Godavari and Krishna districts through another. It is also seen as part of the riverlinking project, as it links the Godavari River with the Krishna River by diverting 80 tmc of the latter&#8217;s waters.</p>
<p>The dam will come up at Polavaram, where three districts &#8212; East Godavari, West Godavari and Khammam &#8212; meet.</p>
<p>Andhra Pradesh Chief Minister Y S Rajasekhara Reddy has been under strong pressure to stabilise water supplies to the command area of the Godavari barrage in East and West Godavari districts, benefiting powerful farmers in the region.</p>
<p>According to the chief minister, almost all of the 1.95 lakh people who will be displaced due to the Polavaram project will be given an equal amount of irrigated land. This &#8220;improved&#8221; package offers land-to-land compensation to tribals, with the land being provided as close to the original area as possible. Compensation will also be given to the landless. But there are a number of drawbacks in the rehabilitation plan, the main one being that many people in the area do not have title deeds to their land and will therefore lose out.</p>
<p>Medha Patkar of the National Alliance of People&#8217;s Movements, who presented a joint memorandum to the chief secretary demanding that construction of the Polavaram dam be stopped, says: &#8220;How can the project get environmental clearance when the views of tribals who are going to be affected were not taken into consideration and when no proper public hearing was held?&#8221;</p>
<p>Environmental clearance given by the Ministry of Environment and Forests for any river valley project must include a comprehensive Environmental Impact Assessment (EIA). An Environmental Public Hearing (EPH) must also be held to provide legal space to the public to voice their concerns and opinions. The Andhra Pradesh government is said to have forced environmental clearance through by conducting a public hearing on October 10, in Khammam district, at which people were allegedly not allowed to raise any objections.</p>
<p>Incidentally, the Orissa government has objected to the dam&#8217;s construction on grounds that it will cause large-scale submergence and displacement in several villages and agricultural lands in the state. Orissa Chief Minister Navin Patnaik has addressed a letter to Reddy, objecting to the state government&#8217;s decision to go ahead with the project without consulting Orissa. He has sought a review of the entire issue and sent a similar letter to the Central Water Commission expressing his displeasure at clearances given without his government&#8217;s approval.</p>
<p>While Patnaik has reportedly stated that 13 settlements in eight revenue villages and five hamlets in Podia block, in Malkangiri district, would be submerged, Andhra Pradesh government surveys show that the reservoir will submerge only 588 hectares of land, and that 6,316 families will be displaced in Orissa.</p>
<p>The Union Irrigation Secretary Satish Chandra says construction of the dam has been undertaken according to the 1980 inter-state agreement signed by the three riparian states &#8212; Andhra Pradesh, Madhya Pradesh and Orissa. A Rs 46-crore rehabilitation and resettlement package for the Orissa oustees had been drawn up. Under this accord, a sum of Rs 16 crores has been set aside for payment of compensation specifically for those who lose land, which includes solatium at 30 %, apart from the land value.</p>
<p>The Polavaram project has been under consideration since 1943 when it was conceived as a storage scheme for the Godavari. In 1982, the Central Water Commission gave hydrological clearance to the project after the Godavari Water Disputes Tribunal recognised the need to go ahead with the project.</p>
<p>In August 2005, the Andhra Pradesh High Court issued a stay order on all work related to the Polavaram project, on grounds that the government had not obtained the necessary clearances from the Ministry of Environment and Forests. The project was revived in October 2005, after the environment clearance was received.</p>
